Can we review eBooks (not PDFs) upon my computer?

Hi all, we was told which eReaders (such as a Kindle, Sony one, etc) do highlighting, note taking, bookmarking, etc. we was wondering if we can do a same upon my computer. we know we can get a PDF eBook as well as with Acrobat Pro do a little of those things, though have been there Personal Computer versions of a Kindle program or Sony ereader software? For example, can a Kindle owners additionally review a book in a same format upon their PC? Thanks.
